Jeff joined Hoy Construction, Inc. in January 1988 as Project Manager, became Vice President in 1996, and President in 2015. Prior to joining Hoy, he served for (5) years as a Project Manager for a major Virginia Beach architectural firm and is a licensed architect. As a result, Jeff is highly experienced in project design, as well as the management of a variety of commercial, institutional and Multi-Family projects. 

He is a past President of D’Art Center and the Builders and Contractor’s Exchange. Jeff is a former member of the Tidewater Chapter of the American Institute of Architects and Goodwill Industries.  Currently he is an active member of the Hampton Roads Association for Commercial Real Estate and Virginia Beach Visions.

Adam W. Ritt,
Vice President

Adam joined Hoy in 1992 as Project manager and was promoted to Vice President in 1996. Prior to joining Hoy Construction, Inc.,  Adam was a construction manager for a national real estate development firm’s Northern Virginia’s operation. He has also held the positions of project engineer, office engineer, and project coordinator on projects ranging from $60 to $125 million.

Adam serves on the Boards of The Youth Service  Club of Virginia Beach (as President in 2000), The Boys & Girls Club of South Hampton Roads, & Towne Bank. Since 1995, he has coached football and baseball for the Association of Courthouse Recreation.

Robert D. Melancon,
Secretary/Treasurer

Rob joined Hoy in January 1992 as Secretary/Treasurer. He is responsible for all financial aspects of the company. He was previously employed at Frederick B. Hill & Company from June 1984 until December 1991, specializing in construction and real estate auditing, accounting and tax services.

Rob has served on the Board of Junior Achievement of Greater Hampton Roads and served as chairman in the past. He has also volunteered in the classroom for Junior Achievement. Rob is also a member of the Hampton Roads Association for Commercial Real Estate. He has served for many years as the coordinator for Hoy’s United Way Campaign.
